Engineering Department

The Engineering Department is managed by the City Engineer and provides oversight and management for the continuous operation of Pascagoula’s vast infrastructure.  The City of Pascagoula currently contracts with Compton Engineering, who consultant our day-to-day operations.

The following Divisions and activities fall under the City of Pascagoula's Engineering Department:

Public Works

Public Works activities are contracted with a private contractor specializing in municipal infrastructure.  Public Works services are currently provided by Utility Partners (UP).  The Public Works contract and day-to-day operations are managed by the Engineering Department.  Public Works services provided by Utility Partners (UP) include repairs and improvements to the City of Pascagoula's infrastructure and assistance with special events.  Visit the Public Works page to see a complete list of Public Works activities.

Engineering Design & Drafting

The Engineering Department has the capability to perform many small-scale design projects “in-house”, which allow the City’s consulting fees budget to stretch further.  In-house capabilities include preparation of design plans, construction specifications, construction cost estimates, & bid packages; large format plotting, copying, and scanning; preparation and processing of outside agency permits; preparation of detailed analyses for construction options; and construction oversight & inspection.

Project Management

The Engineering Department serves as Project Manager on city infrastructure related projects, larger recreational/quality of life projects, and other projects that require engineering expertise.  Refer to the Pascagoula's Future portion of the web-site for a complete city project listing.

Private Development Review & Inspections

The Engineering Department assists the Planning and Building Department with private development plan review and construction inspection for drainage, stormwater quality, and right-of-way construction related activities.

The Engineering Department maintains the City's Geographic Information System (GIS).  The Department collects data, compiles data, draws system assets, and develops GIS maps for all city departments as needed.  The Engineering Department is currently collecting data citywide to update the City's GIS.  Visit the GIS page for available GIS Maps and links to other available GIS data.

Stormwater Permit Management

Mandates from the Environmental Protection Agency (EPA) and the Mississippi Department of Environmental Quality (MDEQ) require the city to maintain a Stormwater Quality Permit.  The permit covers the operations of all city facilities, as well as, any construction projects (private or public) within the city limits of Pascagoula which disturbs between 1 and 5 acres of land.

The Engineering Department works closely with other outside regulatory agencies to ensure the city is conforming to known regulatory requirements, communicate the City's funding needs, and to maintain a good working relationship.  A member of the Engineering Department serves on miscellaneous committees with the Gulf Regional Planning Commission and works closely with agencies such as the Mississippi Department of Transportation (MDOT), Mississippi Department of Environmental Quality (MDEQ), Jackson County Utility Authority (JCUA), Mississippi Department of Health (MDOH), Mississippi Department of Marine Resources (DMR), United  States Army Corps of Engineers, Federal Highway Administration (FHWA), Federal Railroad Administration (FRA), CSX Railroad, Mississippi Export Railroad, Mississippi Development Authority (MDA).
