Battle on Buffett Beach Event Advertising

Authorize the Parks and Recreation Director to offer coupon codes for discounts on the registration fees for the Battle on Buffett Beach event for up to $5 off during the periods of October 15-22nd and November 19-26th, 2017 as a means of advertising the resources of the City.  Also authorize the Parks and Recreation Director to offer two free registrations as part of a radio or social media contest to advertise the resources of the City.  Battle on Buffett Beach is a City hosted 5K sand obstacle race in Pascagoula on Saturday, December 2, 2017.

Authorize the City Manager to execute a task order with Brown, Mitchell and Alexander, Inc. Consulting Engineers to create a renovation plan for Lighthouse Park in the amount of $6,800.00. The funding for this will be the recreation bond.

Washington / Ruland and Briarwood Drainage design amendments

Approve the attached two amendments to the design and construction supervision task orders with Compton Engineering and authorize the City Manager to execute documents.  These projects were originally combined in an effort to save consulting fees, but property acquisition and permitting requirements are dictating that one project proceed more quickly than the other.  These task orders cover the work needed to ensure each is permitted separately and correctly, and covers additional services needed to provide two separate sets of bid documents and construction supervision efforts.  Also authorize the City Clerk to advertise for bids for the Washington / Ruland project, contingent on the City Attorney approving bid documents.

Approve the referenced project closeout, including final summary change order and final pay application.  Final Summary Change Order reflects final quantities incorporated into the project and is a deduction of $13,125.40.  Final payment approval of a manual check is requested in the amount of $43,558.23.  Authorize the City Manager to execute closeout documents as required.

Grove Street Infrastructure Bid Award

Award the bid for the Grove Street Area Infrastructure Improvement project to the lowest and best bidder, M&D Construction Company, in the amount of $242,869.85.  As explained in the recommendation letter from the consultant, the lowest monetary bid was recommended to be determined non-responsible due to the unit prices provided.  Comparison of this bid to others and to similar work on the coast would indicate that the prices bid were insufficient to cover actual cost of the work, and the project could not be responsibly completed as bid.  The recommended bid is within the funds budgeted for this work.  Authorize the City Manager to execute related documents.

Point Park & Promenade Pathway Connection Bid Award

Award the bid for the Point Park & Promenade Pathway Connection project to the lowest and best bidder, Advanced Construction & Development, LLC, in the amount of $250,144.50 in accordance with the attached recommendation.  The recommendation includes award of the Alternate Bid A, which represents installing pervious concrete in lieu of standard concrete, which is environmentally preferable and is consistent with the other paved areas at the Point.  Funding will be primarily Tidelands Grant funds, with participation from local general funds for concrete paving authorized in the budget.  Authorize the City Manager to execute related documents.
