Mayor Jim Blevins was raised on a modest Michigan farm. He is a graduate of Michigan Technological University, where he earned a Bachelor's degree in Mechanical Engineering. He earned his Master's degree in Business Administration at Southern Illinois University.

Mayor Blevins had a prestigious career with the Chevron Corporation, working in various management positions throughout the US, South America, and the United Kingdom.  He was awarded Chevron's highest employee award, the Chairman's award for leadership, twice in his career. Mayor Blevins retired from Chevron in 2010 after 38 years of service.  Since retiring, he has worked as an independent project management and engineering consultant.

Mayor Blevins has served on many Pascagoula community and city organizations, including Pascagoula Strategic Planning and the Jackson County Utility Authority.

Mayor Blevins' biggest interest involves volunteer work with youth. He is presently on the Boy Scouts of America Pine Burr Area Council Board of Directors and the United Way of Jackson and George Counties Board of Directors. He is Past President and an active member of Kiwanis Club of Pascagoula.  He has won numerous awards for his service to multiple organizations.

Mayor Blevins has been married to his wife, Michele, for 29 years. They have one son, Eric, an attorney in New Orleans.
